Ciudad y espacio público son dos conceptos que se han trasformado en unos de los temas de mayor trascendencia social, como plantea Fernando Carrion, “Existe una relación historica entre ciudad y espacio público que permite identificar cambios en el tiempo…”. Él dice que “originariamente la ciudad era un espacio público”. En esta investigación los espacios públicos a analizar serán las ciclovías de la ciudad de Malargüe como espacios de recreación y desplazamiento, como vías de conexión entre distintos puntos de la ciudad y para hacer actividades físicas. La problemática estará centrada en tres cuestiones principales: La conectividad, la eficiencia y el confort. Con la conectividad se pretende estimar en qué medida las ciclovías de la ciudad se encuentran bien conectadas y donde no, esto será desarrollado a través de la elaboración de mapas y formulas matemáticas. La eficiencia se trabajara en relación a cuan eficiente es el trasporte público y privado como medios de traslado, en cuanto a tiempo, costo y consumo de energía comparado con el uso de la bicicleta. Para analizar las condiciones de confort que ofrecen las distintas ciclovías se tomaran parámetros climáticos con mediciones in situ: temperatura, humedad, velocidad del viento, iluminancia y además el ruido. Estas variables serán medidas de forma periódica en las dos estaciones el año más extremas, invierno y verano. Los parámetros climáticos de temperatura y humedad serán analizados con el Índice de Disconfort de Thom (1959) que requiere de la temperatura del aire medida en grados Celsius y la humedad relativa en porcentaje. La velocidad del viento será analizada con la escala de Beaufort, es una escala relativa según la cual, a las sensaciones y apreciaciones del observador, se les asigna un grado dentro de ésta, que corresponde a una velocidad en Km/h (Ochoa, 2009). La iluminancia se analizara con el factor sombra E/Eo comparando iluminancia medida fuera y dentro de la zona de sombra a diferentes horas solares (Ochoa, 2009). El ruido será medido para incorporar un dato más al análisis, tomando el parámetro de 70 dB para espacios abiertos, según la Ley Nacional Nº 19.587 y su decreto reglamentario Nº 351/79 y lo recomendado por la OMS entre 50 y 55 dB para aéreas residenciales. El propósito en esta investigación es determinar en qué medida la conectividad que ofrecen las ciclovías en la ciudad es suficiente y donde no lo es, además en comparación con el trasporte público y privado si es posible que las mismas sean más eficientes en cuanto a costos, tiempo y consumo energético y por último, medir y analizar los parámetros climáticos en ciertos puntos de la ciclovía y con estos estimar las condiciones de confort que están ofreciendo. Para finalizar, proponer o sugerir a las autoridades municipales correspondientes algunos cambios que mejoren estas condiciones para que usuarios y transeúntes hagan un mayor uso de las ciclovías. In this research the public spaces to be analyzed will be the bicycle of the city of Malargüe as spaces of recreation and circulation, as connecting ways between different points of the city and to do physical activities. The problem will be centered on three main issues: Connectivity, efficiency and comfort. With connectivity, we intend to estimate in which extent the city's bicycle are well connected and where not, this will be developed with the development of maps and mathematical formulas. The efficiency will be studied in relation to how efficient is the public and private transportation as means of transfer, in terms of time, cost and energy consumption compared to the use of the bicycle. In order to analyze the comfort conditions offered by the various bicycle, climatic parameters will be analyzed with local measurements: temperature, humidity, wind speed, illuminance and noise. These variables will be measured periodically in the two most extreme seasons the year, winter and summer. Climatic parameters of temperature and humidity will be analyzed with Thom's Discomfort Index (1959) which requires air temperature measured in degrees Celsius and relative humidity in percentage. The wind speed will be analyzed with the Beaufort scale, it is a relative scale according to which, to the sensations and appreciations of the observer, they are assigned a degree within it, corresponding to a velocity in Km / h (Ochoa, 2009). The illuminance will be analyzed with the shadow factor E / Eo comparing illuminance measured outside and within the shadow zone at different solar hours (Ochoa, 2009). The noise will be measured to incorporate more data to the analysis, taking the parameter of 70 dB for open spaces, according to National Law No. 19,587 and its regulatory decree No. 351/79 and the recommended by the World Health Organization “WHO” between 50 and 55 dB for residential areas. The purpose of this research is to determine to what extent the connectivity offered by bicycle in the city is sufficient and where it is not, and in comparison with the public and private transport if it is possible that they are more efficient in cost, time and energy consumption, and finally, to measure and analyze the climatic parameters in certain points of the bicycle and with these to estimate the comfort conditions that they are offering.
