design thematic programs and technical assistance packages.
The sourcebook is also an important resource for the
research community and nongovernmental organizations (NGOs)
and may be a useful reference for the private sector, farmer
organizations, and individuals with an interest in
agricultural innovation. It concludes with details on the
sourcebook's structure, a summary of the themes covered
in each module, and a discussion of the cross-cutting themes
treated throughout the sourcebook. |

Il présente une série d’outils et de directives opérationnelles ainsi que les enseignements tirés des meilleures pratiques pour exposer les démarches pouvant être suivies pour concevoir de tels systèmes, investir dans ces derniers et les améliorer. L’expérience montre que la capacité d’innovation, outre qu’elle nécessite de fortes capacités de R-D, passe fréquemment par une action collective et des activités de coordination, l’échange de connaissances entre différents acteurs, des incitations et des ressources axées sur la formation de partenariats et le développement d’entreprises, et des conditions propices. Bien qu’un consensus se forge sur ce que recouvrent les concepts d’« innovation » et de « système d’innovation», aucun plan détaillé n’existe, qui permettrait de produire des innovations agricoles à un moment donné, en un lieu précis pour aboutir à un résultat particulier. Cela dit, la démarche du SIA a évolué pour devenir une sous-discipline à part entière, dotée de principes d’analyse et d’action. Le Guide est destiné aux principaux responsables opérationnels de la conception et de l’exécution de projets de financement des organismes de développement internationaux et régionaux et des administrations publiques nationales ainsi qu’aux praticiens qui conçoivent des programmes thématiques et des plans d’assistance technique.
