Latin America and the Caribbean has lost not decades but a century of
growth due to its inability to learn—to identify, adapt, and implement the new technologies emerging since the Second Industrial Revolution. Superstars like Argentina, Chile, and Uruguay fell behind peers like France and Germany, while the entire region retrogressed in industries it once dominated and was unable to take advantage of new opportunities that propelled similarly lagging countries to high-income status. The report shows that this remains the case today as the region’s firms continue to lag in assimilating new technologies. However, it argues that Latin America and the Caribbean can reclaim the lost century by building learning economies, creating the human capital, institutions, and incentives needed to increase the demand for knowledge, facilitate the flow of new ideas, and foment the process of experimentation.

La región de América Latina y el Caribe no ha perdido decenios, sino todo un siglo de crecimiento debido a su incapacidad para aprender, es decir, para identificar, adaptar y aplicar las nuevas tecnologías surgidas a partir de la Segunda Revolución Industrial. Países que eran superestrellas, como Argentina, Chile y Uruguay, quedaron rezagados respecto de sus pares, como Francia y Alemania, mientras que la región entera retrocedió en los sectores que antes dominaba y no pudo aprovechar las nuevas oportunidades que llevaron a otros países igualmente rezagados a la categoría de ingreso alto. En el informe se muestra que esto sigue ocurriendo en la actualidad, ya que las empresas de la región continúan retrasadas en la asimilación de nuevas tecnologías. Sin embargo, América Latina y el Caribe puede recuperar el siglo perdido desarrollando economías de aprendizaje, es decir, generando el capital humano, las instituciones y los incentivos necesarios para aumentar la demanda de conocimiento, facilitar el flujo de nuevas ideas y fomentar el proceso de experimentación. A América Latina e o Caribe perderam não apenas décadas, mas, sim, um século inteiro de crescimento devido a sua incapacidade de aprender — isto é, identificar, adaptar e implementar as novas tecnologias que surgiram a partir da Segunda Revolução Industrial. Mesmo as “estrelas” regionais, como a Argentina, o Chile e o Uruguai, ficaram atrás de seus pares de outras regiões, como a França e a Alemanha. Considerando a região como um todo, houve uma regressão em setores que antes dominavam, além da incapacidade de aproveitar as novas oportunidades que ajudaram outras economias (que também eram menos desenvolvidas) a atingir o status de renda alta. Este estudo revela que isso permanece verdade nos dias de hoje, pois as empresas da região ainda demonstram lentidão na assimilação de novas tecnologias.
